歐盟各國一向非常重視資訊安全,從 GDPR 到網路安全法,其標準化時程一向都是領先全球。現今在萬物聯網、資安議題無處不在,歐盟也領先全球於 2020 年 6 月底透過 ETSI 發佈了第一個全球適用的消費型物聯網資安標準:EN 303645,要求有連網能力的智慧家電、消費型物聯網設備及服務都應具有一定防止網路攻擊、數據保護的能力。未來也將落實成為進入歐盟市場的物聯網設備都必須通過的標準。
為協助臺灣廠商快速了解 ICT 產品服務在歐洲市場未來將要面對的資安法規與要求,有鑑於此,在工業局指導下,由工研院與歐洲智庫 Ecorys、荷蘭台北辦事處、台灣駐匈牙利代表處經濟組共同舉辦【瞄準 2021 歐洲市場從資安標準開始 - 歐盟商機線上交流研討會】,希望透過本次活動讓台灣資通訊相關業者了解歐盟與歐洲主要國家對網路安全標準與認證的發展現況,再透過西歐、東歐主要國家介紹開拓荷蘭、匈牙利與歐洲市場的契機,尤其匈牙利為國際知名的高科技車聯網研發基地,希望邀請匈牙利將車聯網資安技術與實務經驗分享給台灣業者,進而促使國內 ICT 業者、資安業者進入歐洲市場需要參與的安全認證資安議題深入了解。
The EU countries have always attached great importance to cyber security and taken the lead in the standardization of cyber security from the General Data Protection Regulation (GDPR) to the Cybersecurity Act. Today, the Internet of Everything and cyber security issues are ubiquitous. At the end of June 2020, the EU is the world's first to issue EN 303645, a globally applicable consumer standard for cyber security in the Internet of Things, through ETSI. EN 303645 requires that smart home appliances and consumer IoT devices and services with connecting capabilities should have certain capabilities to prevent cyber attacks and data breaches. In the future, EN 303645 is expected to become a benchmark required for all IoT devices entering the European market.
To help Taiwanese businesses quickly get a hold of the cyber security regulations and requirements for ICT products/services in the European market, the Industrial Development Bureau supervises the Industry, Science and Technology International Strategy Center (ISTI), Industrial Technology Research Institute (ITRI) to organize this webinar with Ecorys, Netherlands Office Taipei, and the Economic Affairs Section, Taipei Representative Office, Budapest, Hungary. The purpose of this webinar is to familiarize Taiwanese ICT businesses with the developments of cyber security standards and certifications in the European Union and major European countries and to introduce business opportunities in the Netherlands, Hungary, and European markets through major countries in Western and Eastern Europe. As Hungary is an internationally renowned research and development base for Internet of Vehicles, a Hungarian speaker is invited to share the Internet of Vehicles and its cyber security practice in Hungary, allowing Taiwanese ICT businesses and cyber security businesses to have an in-depth understanding of information security certifications required to enter the European market.

Dr. David Regeczi is Senior Consultant for the Digital Economy with the Dutch-based public policy experts of Ecorys. He leads the team that has conducted seminal studies for various European bodies on issues around cybersecurity, artificial intelligence, and digital copyright. The focus of his team is on the economic impacts of new technologies and new ways of organising online. He has 10+ years’ experience in economic development for high-tech industries in both developed and developing economies, focused on innovation and competitiveness in various subsectors of ICT. David has authored a number of policy reports for various European bodies. He is currently leading a study for the European Union Agency for Cybersecurity on market analyses and cybersecurity certification. He has also been lead author for two studies—one the Fundamental Rights Agency of the European Union and the second for European Parliament—on ethics and artificial intelligence.
