Taiwan and Israel jointly open opportunities in the international cyber security market
Taiwan and Israel are similar in terms of strategic position and national territory. However, the two countries are not affected in the field of technology industry development due to geographical constraints, instead they’ve achieved a lot in the high-tech industry. Israel is world-renowned for its software R&D technology (such as in the field of cyber security), and Taiwan is a world-class hardware R&D (such as semiconductor, information and communication industry) and manufacturing center.
Israel covers an area of about 22,000 square kilometers, has a population of less than 9 million people. It lacks natural resources and has a very severe political environment. However, Israel's cyber security industry shines on the international stage. To prevent the invasion by neighboring countries, the Israeli government began to promote cyber security technology started from a long time ago. Most founders of the early Israeli cyber security startups were retired from the Israeli military cyber security intelligence organization 8200. They brought the experience gained in 8200 into their private cooperates, allowing the Israeli cyber security industry to flourish. Taiwan is the center of global high-tech manufacturing in terms of chip design, wafer manufacturing, electronic components, optoelectronic components, motherboards, graphics cards, memory units and other components, and even in the field of personal computers, servers, industrial computers, Netcom equipment and cyber security equipment, Taiwan plays a pivotal role in the assembly and manufacture. Therefore, Taiwan's informatization and networkization are relatively mature, no matter in the field of information application or cyber security protection, it is always a market that the world pays attention to. Due to Taiwan's special geopolitics, it has the latest and most variable Internet attack methods in the world. Therefore, professional Taiwanese white-hat hackers have successively established new startups, transforming their first-hand practical experience into the most advanced cyber security products and services, such as Taiwan's EDR and threat intelligence start-ups, not only do they have good performance in foreign markets, but also are favored by government agencies and enterprises in many countries, and have been recognized by world-renowned venture capital. Taiwan's professional cyber security services, such as penetration testing, the red team assessment, SOC and MSSP, also have world-class professional standards. Based on the above, it can be expected that Taiwan's cyber security industry will develop more vigorously, more dazzlingly, and develop in the direction of internationalization in the future.
In order to help Taiwanese cyber security enterprise to grasp the opportunity to use the advantages of Taiwan's world-renowned brand advantages in the field of information and communication, enhance competitiveness to seize international business opportunities and expand market scale, the "2022 Taiwan-Israel Cyber Security Industry Symposium " will be held. The alliance between Taiwan and Israel is expected to flip the card of the international cyber security market. Due to the deep connection between Israel and the US market, half of the local multinational companies are American companies, followed by Germany, France, China and the United Kingdom. Therefore, Israel has established a variety of business relationships and interpersonal connections in Europe and the United States. If Taiwanese cyber security companies can cooperate with Israeli companies, it will help the Taiwanese cyber security industry enter the European and American markets and explore more cyber security business market opportunities in Southeast Asia.

以色列國土面積約 2.2 萬平方公里、人口不到 900 萬人,缺乏天然資源與嚴峻政治環境,但以色列的資訊安全產業卻在國際舞台上發光發熱。源自於為防止周邊國家對於以色列的入侵,因此以色列政府很早就開始推動資訊安全的技術。早期以色列資安新創公司創辦人許多都是從以色列軍方資安情報組織 8200 退役,他們將 8200 中學到的資安技術帶入民間產業,無形中蓬勃以色列資安新創產業環境。以色列的資安新創產業在發展出可商轉的技術後,因內需市場較小,靠被歐美公司併購,將資安技術輸出至海外市場或者透過併購方式出場,以色列資安新創公司因此逐漸打響自己的技術名號,【以色列資安新創】成為品牌代名詞。以色列的新創企業可以透過這樣的國家品牌形象,直接前往海外市場,無須再將自己的技術出售給國際大廠。
台灣國土面積3萬6千平方公里、人口 2300 萬人。因半導體、資通訊產業蓬勃展吸引許研發人才投入資通訊研發。臺灣是全球高科技製造的中樞,舉凡晶片設計、晶圓製造、電子零件、光電元件、主機板、顯示卡、記憶體等零組件,乃至於個人電腦、伺服器、工業電腦、網通設備與資安設備等系統組裝製造,臺灣都占有舉足輕重的地位。臺灣的資訊化與網路化因而也相對成熟,不論是資訊應用或資安防護,都是全球重視的市場。由於臺灣的地緣政治特殊,擁有全球最新也最多的網路攻擊手法,因而身懷絕技的臺灣白帽駭客,陸續成立新創公司,將第一手的實戰經驗轉化為最先進的資安產品與服務,例如臺灣的EDR與威脅情資新創公司,不僅在國外市場有很好的表現,受到多國政府機構與企業的青睞,更獲得國際知名創投的肯定;而臺灣的專業資安服務,如滲透測試、紅隊演練、SOC與 MSSP,也都具有國際級的專業水準。綜合以上所述,可預期未來臺灣資安產業將會發展得更蓬勃、更亮眼,並朝國際化方向發展。
為協助臺灣資安業者掌握時機,運用臺灣資通訊與在全球品牌優勢,提昇競爭力以搶佔國際商機,擴大市場規模,將舉辦【2022 臺灣以色列資安產業現況交流會】活動,臺灣與以色列共同合作,強強聯手可望翻轉國際資安市場的的新視野。由於以色列與美國市場連結非常深,當地有半數跨國企業都是美國公司,其次為德、法、中與英國。因此,以色列在歐美建立多元的商業關係與人際脈絡,我國資安業者若能與以色列業者合作,將有助於臺灣資安產業進入歐美市場並探索更多東南亞資安商業市場機會。
